the level of construction production is connected with the production of the means of production specified above; construction products are used for the production of other construction products. These are enterprises of building materials and products. In countries with a developed market economy, the construction industry develops according to the laws of the market and depends on the economic situation and fluctuations of the economic cycle. At the same time, construction has its own characteristic features that distinguish it from other industries and dictate the need for specific forms of organization and management of construction production. The complexity and diversity of the production of construction industry products cover various objects - from single-family residential houses to large industrial enterprises and engineering structures. Construction technology is constantly being improved.
Construction works of the trust are carried out through the relevant construction, special or construction and installation authorities. The production activity of the trust or management is controlled by the apparatus, the quantitative composition of which is regulated by standard staff. The staffing schedule of the trust or management indicates its structure, the number of full-time units of the administrative and management personnel, and the monthly salary of the employees. Each construction organization is managed by a manager (chief) according to the principle of unified management. In fig. 2 presents a diagram of the organizational structure of the construction and installation management (SMU). The list and names of departments may change depending on the volume of work and production conditions. The work on the construction site (object) is supervised by the work producer (foreman), who gives the workers all the instructions from the foreman and foremen (Fig. 3). In addition, the foreman is subordinated to a calibration technician, a household foreman, a storekeeper, and a timekeeper.
Выполнение планов строительства и сроков проведения строительных работ во многом зависит от правильной организации управления, гибкости и оперативности управления строительными организациями. В последнее время мелкие строительные организации объединяются в укрупненные специализированные строительные тресты и управления с одновременным сокращением административно-управленческого персонала. В крупных городах страны организовано домостроительные комбинаты, которые объединяют в себе функции завода строительной индустрии и строительно-монтажной организации. Это позволило широко применить в строительстве механизацию, сократить расходы на содержание административно-управленческого аппарата, повысить производительность труда и снизить стоимость строительных работ.
Конъюнктура рынка строительства состоит из ряда факторов, основным из которых является цикличность развития рыночного воспроизведения. Кроме того, на спрос влияют факторы нециклического характера как постоянно действующие (демографические изменения; политика, осуществляется государством, научно-технический прогресс; сезонность и т.д.), так и эпизодические (стихийные бедствия, войны, забастовки и др.). Эти факторы по-разному влияют на составляющие спроса на продукцию строительства - потребительский спрос на жилье, здания и сооружения производственного назначения, поданный частными компаниями, спрос на здания и сооружения со стороны государства (объекты инфраструктуры), а также на ремонтно-восстановительные работы на существующих объектах.
